* Governors in Kentucky, Louisiana and New York were excluded because they entered office this year. Alaska was excluded because of budget peculiarities that make comparisons problematic.

NEW LIFE FOR OLD BIKES

Got an old kid's bike gathering cobwebs? Nonprofit group Bicycle Recycles is holding its holiday Share A Cycle program. They're seeking donations of kids and small adult-size bikes through Dec. 6. The bikes will be reconditioned and given to needy area children.

Dropoff locations in Denver:

* Cherry Creek Bike Rack, 171 Detroit St.

* Campus Cycles, 2102 S. Washington St.
