BOULDER The Boulder salon owner facing a $1,000 fine for dyeing her miniature poodle pink will have to wait for her day in court.
This morning, Joy Douglas, owner of Zing Salon, 1100 Spruce St., appeared before a judge in Boulder Municipal Court and asked for her hearing to be rescheduled because she's retained a defense attorney.
The judge granted Douglas' request and reset her hearing for April 7.
Officials at the Humane Society of Boulder Valley issued Douglas a ticket on March 1 for violating Section 6-1-14 of Boulder's city code, titled "Dyeing fowl and rabbits prohibited." The ordinance reads: "No person shall dye or color live fowl, rabbits or any other animals or have in possession, display, sell or give away such dyed or colored animals."
Douglas has insisted she didn't break that law, because she uses beet juice — and occasionally Kool-Aid — to "stain" her dog Cici's coat. She said she never has used chemicals, and her pooch never has had a reaction to the stain.
This morning, Douglas brought Cici to court, but had to leave the pink poodle outside the Boulder County Justice Center.
Douglas remained confident that she ultimately will be vindicated and won't be fined for having colored Cici's coat.
"Cici will be pink until they kick us out of the city of Boulder," Douglas vowed before her brief hearing.
She also reiterated her claim that she dyed the dog pink to support breast cancer awareness.
"This is a good opportunity to talk about people's rights and breast cancer," Douglas said. "There's always lemonade and lemons."
EARLIER STORY
A Boulder salon owner is facing a $1,000 fine for dyeing her miniature poodle pink — and the woman said she plans to fight back.
Cici is a "breast-cancer awareness dog" who's been showing off her pink coat for three years at Zing Salon, 1100 Spruce St., said Joy Douglas, who owns both the salon and the poodle.
"Cici is being stripped of her civic duty," said Douglas, who is scheduled to face a judge in Boulder Municipal Court this morning in response to a March 1 citation. "And I don't plan to take it sitting down."
Officials at the Humane Society of Boulder Valley said Douglas was warned several times before an animal-control officer issued her the ticket for violating Section 6-1-14 of Boulder's city code, titled "Dyeing fowl and rabbits prohibited."
Douglas said she didn't break that law, because she uses beet juice — and occasionally Kool-Aid — to "stain" Cici's coat. She said she never has used chemicals, and her pooch never has had a reaction to the stain.
"If this is really true that you can't put beet juice on your dogs, than the law just needs to say that," Douglas said. "But I'm not dyeing fowl or rabbits. And I wouldn't do anything to endanger my animal."
The full text of the law, according to the city code, reads: "No person shall dye or color live fowl, rabbits or any other animals."
Boulder's animal control officials said the regulation originally was passed to keep people from dyeing chicks and bunnies around Easter.
Lisa Pedersen, chief executive officer of the Humane Society of Boulder Valley and the city's Animal Control and Care, said officers received "several calls about the animal" before they wrote the ticket.
"There were lots of people concerned about the dog," Pedersen said Monday. "And we have given more than one verbal warning, so we thought it would just be best to write the ticket and let it resolve itself in the court system."
Despite Douglas' assertions that she doesn't use chemicals, Pedersen said officers must enforce the no-dye rule.
"Regardless of what she used on the dog, the ordinance is in place and we are commissioned by the city to enforce those ordinances," Pedersen said. "We are just doing our job."
Three years ago, Douglas said, she bought Cici off an animal-adoption Web site frequented by celebrities. Cici was pegged for the purpose of promoting breast-cancer research.
"She's a special dog who was flown to Colorado with a purpose," Douglas said. "People ask, 'Why is she pink?' And I say, 'Because we are raising money for breast-cancer awareness.'"
Should Douglas be barred from maintaining her pooch's pink coat, Douglas said chances are good she'll move her salon out of downtown.
"Cici is photographed all day long," Douglas said. "She's become a Boulder icon."
But, she said, "It doesn't seem like the Boulder police want individuals here."
And, Douglas added, there are places that will accept her — pink poodle and all.
"If you want downtown Boulder to turn into a bunch of Taco Bells and Walgreens, you're well on your way to do it," Douglas said.

Oh heavens; we will need more legislation to prevent this kind of heinous mistreatment in the future. Plus we need to ensure that female poodles are allowed to breast feed in public.

Just so I'm clear on this, in the recent past Boulder has had lawyers/judges trespass on their neighbors property to the point they were able to steal it, and a city administrator shopping on city time - stealing taxpayer's money - and none of them were charged criminally, right? But this lady uses beet juice to dye her dog and she gets popped with a ticket by the dog-catchers? Sweet.

Lisa Pedersen of the Humane Society is just another of those petty little martinets who seem so prevalent in pet rescue circles.
With thousands of dogs and cats being euthenized for want of good homes, they are more concerned with exerting power in their petty little realms than in actually helping animals.
The Humane Society seems to be saying here, "We are not interested in using common sense, we'll just let the courts decide."
So they are clogging up the courts, making a nice old lady miserable, upsetting the dog and in the meantime tens of thousands of companion animals under their control are killed.
Good work, Humane Society!

Not only is this animal not being harmed in anyway and is obviously dearly loved by her owner, she looks FABULOUS. Ooo la la!
I would agree with the ticket if she were being subjected to a chemical treatment, but this is beet juice for pete's sake.

Give me a break!!! It's kool-aid or beet juice. What in Boulder all they do is have people spying on what a person's animal looks like. Another court case wasting tax payers money just because her dog is pink. Don't the courts have anything else better to do then take a person to court over something as petty as this. What are we now becoming a communist nation that the government is telling us what we can and cannot do. I thought this was America. Quit wasting the people's tax dollars and put it to better use by helping out the homeless and the poor.

Its Boulder...If Cici didn't give her human caregiver specific permission in writing to do her hair, then that caregiver has violated a sacred trust. Absolutely shameful...Cici will be suing for emotional distress. (And she'll win too.)

I just saw the dog and owner on 9News. The dog was leashed, wearing some kind of wrap-around dress and wagging her short tail profusely. The dog does not seem mistreated at all and is a poster dog for breast cancer. Can we leave this poor lady and her dog alone?

Must be a slooooooooow day in the news.
The answer is simple;
Incarcerate the woman.
Euthanise the poodle.
Is this really true?
My god, doesnt the legal system in Boulder County have bigger fish to fry than this?
Or is it just that the city of boulder simply cannot have someone
promoting cancer awareness?
I remeber forty years ago, when people minded their own damn business..........ah......the GOOD OLD DAYS!
When the population of the great state of colorado would
let each other live, and let live.
Confiscate the dog, and Jail the owner.
That will show them that the peoples republic of boulder means
business, dammit.

Once again...it's about the MONEY! Follow the MONEY! They can't collect fines from stray cats and dogs on Death Row in the animal "shelters". But going after viable business owners for $1000.00 is what it's all about. If anybody still believes the Humane Society's primary mission is saving puppies, you need to open your eyes. The American Humane Society currently has been granted authority in many jurisdictions throughout the nation that exceeds even those of your police or county sheriff. How long will it be before a heavily-armed special team of HSUS officers conducts a No-Knock Raid on someone's home because neighbors report them for putting purple ribbons on the ears of their poodle and degrading them further by bathing them in lilac-scented shampoo?
When will the toture and abuse of animals end?

Well.. nice to know that Boulder now has affordable housing, no a single homeless or hungry person in it's city limits, solved the Energy issue and found the killer of a innocent 6 yr old girl from 10+ years ago!
Oh wait... they don't look for kid killers, they look for parking tickets to hand out, DUI's to folks riding a bike home from the bar, the cruel cruel people who put beet juice on their suffering mistreated animals, and a guy who is using a natural substance to relax with after a hard days work and of course keeping those cats that kill innocent birds and squirrels at will! (Cause we all know that cats did NONE of this before humans took them in!!!)
Yeah Boulder... your so way ahead of everyone else. Looks like you competing with Berkley to be the DUMBEST town in America!!! Your getting real close...

MarineGrunt: Boulder's regulation was applied foolishly, however you're not one to be talking about dumbest. Before you knock college towns, try finishing high school! Your sentences demonstrate that you're functionally illiterate. Good enough for the Marines, but hardly enough to find suitable employment in the real world.
As for Berkeley, what a few city council members did has little to do with the University of California, which leads the nation in Nobel Prize winners and in recent years has contributed to every area of scientific research. IN 2002 they invented devices that when attached to aircraft radar, would prevent planes from crashing into buildings.
Don't knock places that push education, until you get some yourself!

Lame - leave the nice lady and the pink dog alone. I thought the humane socity was supposed to help animals with bad owners - not ticket the good ones because how they choose to safely groom thier dog.

Okay, I'm opening myself up to the flame-throwers. I live here in the Peoples' Republic and I love it here, although I would have to agree with everyone who thinks this to-do over a pink dog is patently absurd. I have to confess, the first thought in my head when I read about this was "only in Boulder...". My second thought was that I was glad I read this article before the Sunday St. Patrick's Day parade here, because I was going to gel my mutt's natural mohawk and tint it green with food coloring. Don't think I'm going to be doing that now...
Not everyone who lives here is a self-righteous idiot, just so you know, folks. There are a ton of them, and they annoy me too, but there are some regular good folk who happen to be a bit different and like living in a place where it's okay to be a bit different. I'm one of them. I also love living here because of the proximity to the hills and all the great open spaces this area has to offer. Boulder isn't all bad.
To those of you, male or female who have served in ANY branch of the armed forces, no matter where or when: Thank you for everything you've done for us, in all the different capacities in which you've served. You are appreciated. To all of you: Welcome Home. You're all heroes.

Heres the plan. Any sane people move out of Boulder. That should take one car. Then the rest of Colorado vote to move the entire area to California. It has been a stain on Colorado that needs to be gotten rid of. You can not make this stuff up folks.

Pink is a color that should appeal to the Peoples Republic of Boulder. With all the pinkos and socalists leftwingers that reside and go to college and also teach there they should be flattered.
That's what happens under a commie regime.

Those were goats, not sheep. Yup I remember that one. On the drive into work you could get a free sex show that MarineGrunt would have really enjoyed ;-)

Good thing this wasn't done to a PRAIRIE dog.
She'd be facing felony charges in the People's Republic.

So if Joy was to dye Cici back to the pooch's natural color would the old hag Pedersen have the PDRB Thought Control Gestapo ticket Joy a second time? Just wondering ;-)

God, what a stupid stupid law.. yes, prevent Animal Farms from dumping pink ducklings and rabbits at Easter.. but this? WRONG!!! this animal is NOT harmed, it ws NOT dyed for sale, and someone should slap these idiots! What a waste of taxpayer time and money.. Can you sue someone for being stupid? If so, I can get rich here in boulder!

Why in the hell is this news worthy. This is why this state is going to hell in a hurry, because of nut jobs like this!!!! We worry more about stupid crap like this, then caring about the real news stories about high gas prices, running out of water and are freakin roads!!!! I think we need to load all of these damm tree huggers and nut jobs up and drive the off a damm cliff.

Boulder sucks! It amazes me the crap they can think of to fine somebody but will let people steal other peoples property and and make them heros. What a joke!
Boulder has to be the most close minded city in the world.

From my point of view this story is not about a dog, it is about a city that is______________? ? ?(actually I can’t think of how to describe what Boulder is and still be polite).
“Not everyone who lives here is a self-righteous idiot, just so you know, folks.” Your right only a VAST MAJORITY of them are!
The ordinance reads: "No person shall dye or color live fowl, rabbits or any other ANIMALS or have in possession, display, sell or give away such dyed or colored animals."
So if Boulder/Humane? Society thinks it should let the courts decide (they’re just giving the ticket) why have they not ticketed Joy and many other salons for dyeing human hair? After all we are animals too?
It is a shame that such a beautiful city is so $%@#-up!

A heroin addict can pass out in the doorway of a business on the Pearl Street Mall - in a puddle of his own urine - and the Boulder police will not arrest him for fear of violating his civil rights (vagarants are just victims Bush/Cheney policy, according to 98% of Boulderites). But this woman is held out as some hideous torturer of animals for dying her friggin' poodle with Kood-Aid.
Yet another reason why I avoid Boulder - like it was a plague. I wonder if business owners up there are aware of how much revenue they lose from people like me who are just disgusted with the nonsense they see coming from Boulder and who go elsewhere as a result. Maybe if they did the grown-ups (both of them) in Boulder would take control back.

Last time i checked...a poodle is neither fowl nor a rabbit (rodent). the law seems quite clear and specific!
Posted by Charles_B on March 11, 2008 at 3:17 p.m. (Suggest removal)
People should be ticketed for merely *owning* Poodles.

this has to be the most ridiculous thing i've ever read. do people in boulder really have nothing better to do than fine people for the color of their dogs?

Leave the woman and her damned poodle alone, and go do a job that needs done - I swear, put government in its place people or they're going to tell you when you can go potty, when you must sleep, and what you will watch on TV and then buy with your dollars.

in defense of the Humane Society - they can't control what complaints come into their office and they have a duty to investigate whatever comes through the door. they investigated and sure enough - the dog was pink. they visited the owner a number of times trying to work something out. she obviously wanted a showdown. at that point, the Society was kind of in a tight spot - either ignore what they already determined was a violation of the law - or dig their heels in and assert their authority. they chose the latter. but it seems to me they could have exercised some discretion here and just let the whole matter drop upon observing that the animal is obviously not abused.
I'm more concerned with the the busybodies who saw fit to tattle on this woman who obviously loves and cares for this animal very much. honestly, don't people have better things to do???? it seems they had an axe to grind against the owner and just wanted to cause trouble.

Boulder never ceases to embarrass me as a resident. If they're going to ticket dog owners, when are they going to start ticketing parents or their kids for dying their hair weird colors and piercing their body parts. It seems only logical...oops we're talking Boulder here aren't we.

those arguing the legitimacy of this story need to take a step back and realize that *maybe* this is news because it points out the absurdity of bureaucracy and the failure to use common sense...
honestly, this is very newsworthy -- hell, it got all of you discussing it!

Hey - it's even stupid to worry about whether chickens or other animals may have been dyed during Easter - this just shows how retarded these so-called "animal rights" advocates can get. Of all things to get all bothered over, this just isn't one of them. If I was this woman I'd pack up and move and if I owned a business in Boulder I'd move right along with her.

I am an former employee of Joy Douglas. She is a liar. Plain and simple. I was lied to from the day I met her. Working for her gives you the equivilant of having post tramatic stress disorder. I cannot stand the fact that she is eating up all this free publicity. She makes me sick! She is manipulating and loves to play the victim. Her employees change frequently partly because some people can't handle being screamed at, being degraded in front of other employees and clients and partly because she goes through a delusional cycle where she fires the whole staff because blah, blah, blah, that in ends in the employees betraying her somehow. The reason for pink is simple she is a pink fanatic. That's the reason for the pink and that alone. She does not use beet juice. She uses a semi-permanent color that she buys at Fashion Nation in Denver. It isn't applied to the dog like it's just getting petted. People who have frequented the shop have often seen the other dogs with splashes of other colors like blue and orange. Is she using other fruits for this? I think not. Again why hasn't anyone from the media checked out her story. A little digging and she would be exposed for the lying manipulative bitch that she is. Don't believe her fairy tale about how much she suddenly and so conveniently (with the media's help) has any care or consideration for Breast Cancer and it's effect on women. Let me repeat she is a liar.
If it was any other person I would think it was ridiculous. But I hope she gets the maximum fine possible.
Because karmha's a bitch!

Sheisaliar- even taking all you say at face value, how was the dog harmed by changing its' fur coloring?? Sorry, I don't buy the cruelty charge!

I don't disagree that it is a bogus law.
But if coloring an animal isn't a big deal why the lies about the beet juice and breast cancer awareness. I will tell you. Because that's all this women does is lie.
She is getting all this media attention based on lies. Thats the part I can't stand.
She could have told the truth that her favorite color is pink and she likes to color the dogs hair as it makes the salon a bit more noticable. And yes she uses an organic non-toxic semi-permanent hair color. What's so bad about that.
I want her to get fined because she in an evil, manipulating, lying person.

Im with ya gf. I knew right from the start she was lying, seems how im a groomer with plenty of experience dyeing dogs....i just spent 3 hrs dying my poodle again this morning. the law there is bogus, the dog was not harmed in any way, but she doesnt need to lie about it. you cant get magenta from beet juice, in fact, to me it appears as though shes applied a lil bleach to that to get it lightened enough to pass as a beet juice dye job. puleeeeaseee. manic panic sucks ass anyway, and so does her dye job. someone needs to tell her it looks awful all splotchy like that. Come on, shes a hairdresser, and should know how to apply color evenly. i wont be calling her for a hair appt any time soon. too bad she doesnt have a contact email on her website or i'd tell her myself. Im just happy to at least have someone new to prank call :)

No harm from using an organic dye. Just courious if the city officials really do not have anything more important to do?
