Ticketed Boulder poodle owner vows Cici will remain pink

— The Boulder salon owner facing a $1,000 fine for dyeing her miniature poodle pink will have to wait for her day in court.

This morning, Joy Douglas, owner of Zing Salon, 1100 Spruce St., appeared before a judge in Boulder Municipal Court and asked for her hearing to be rescheduled because she's retained a defense attorney.

The judge granted Douglas' request and reset her hearing for April 7.

Officials at the Humane Society of Boulder Valley issued Douglas a ticket on March 1 for violating Section 6-1-14 of Boulder's city code, titled "Dyeing fowl and rabbits prohibited." The ordinance reads: "No person shall dye or color live fowl, rabbits or any other animals or have in possession, display, sell or give away such dyed or colored animals."

Douglas has insisted she didn't break that law, because she uses beet juice — and occasionally Kool-Aid — to "stain" her dog Cici's coat. She said she never has used chemicals, and her pooch never has had a reaction to the stain.

This morning, Douglas brought Cici to court, but had to leave the pink poodle outside the Boulder County Justice Center.

Douglas remained confident that she ultimately will be vindicated and won't be fined for having colored Cici's coat.

"Cici will be pink until they kick us out of the city of Boulder," Douglas vowed before her brief hearing.

She also reiterated her claim that she dyed the dog pink to support breast cancer awareness.

"This is a good opportunity to talk about people's rights and breast cancer," Douglas said. "There's always lemonade and lemons."

A Boulder salon owner is facing a $1,000 fine for dyeing her miniature poodle pink — and the woman said she plans to fight back.

Cici is a "breast-cancer awareness dog" who's been showing off her pink coat for three years at Zing Salon, 1100 Spruce St., said Joy Douglas, who owns both the salon and the poodle.

"Cici is being stripped of her civic duty," said Douglas, who is scheduled to face a judge in Boulder Municipal Court this morning in response to a March 1 citation. "And I don't plan to take it sitting down."

Officials at the Humane Society of Boulder Valley said Douglas was warned several times before an animal-control officer issued her the ticket for violating Section 6-1-14 of Boulder's city code, titled "Dyeing fowl and rabbits prohibited."

Douglas said she didn't break that law, because she uses beet juice — and occasionally Kool-Aid — to "stain" Cici's coat. She said she never has used chemicals, and her pooch never has had a reaction to the stain.

"If this is really true that you can't put beet juice on your dogs, than the law just needs to say that," Douglas said. "But I'm not dyeing fowl or rabbits. And I wouldn't do anything to endanger my animal."

The full text of the law, according to the city code, reads: "No person shall dye or color live fowl, rabbits or any other animals."

Boulder's animal control officials said the regulation originally was passed to keep people from dyeing chicks and bunnies around Easter.

Lisa Pedersen, chief executive officer of the Humane Society of Boulder Valley and the city's Animal Control and Care, said officers received "several calls about the animal" before they wrote the ticket.

"There were lots of people concerned about the dog," Pedersen said Monday. "And we have given more than one verbal warning, so we thought it would just be best to write the ticket and let it resolve itself in the court system."

Despite Douglas' assertions that she doesn't use chemicals, Pedersen said officers must enforce the no-dye rule.

"Regardless of what she used on the dog, the ordinance is in place and we are commissioned by the city to enforce those ordinances," Pedersen said. "We are just doing our job."

Three years ago, Douglas said, she bought Cici off an animal-adoption Web site frequented by celebrities. Cici was pegged for the purpose of promoting breast-cancer research.

"She's a special dog who was flown to Colorado with a purpose," Douglas said. "People ask, 'Why is she pink?' And I say, 'Because we are raising money for breast-cancer awareness.'"

Should Douglas be barred from maintaining her pooch's pink coat, Douglas said chances are good she'll move her salon out of downtown.

"Cici is photographed all day long," Douglas said. "She's become a Boulder icon."

But, she said, "It doesn't seem like the Boulder police want individuals here."

And, Douglas added, there are places that will accept her — pink poodle and all.

"If you want downtown Boulder to turn into a bunch of Taco Bells and Walgreens, you're well on your way to do it," Douglas said.

    Just so I'm clear on this, in the recent past Boulder has had lawyers/judges trespass on their neighbors property to the point they were able to steal it, and a city administrator shopping on city time - stealing taxpayer's money - and none of them were charged criminally, right? But this lady uses beet juice to dye her dog and she gets popped with a ticket by the dog-catchers? Sweet.

    With thousands of dogs and cats being euthenized for want of good homes, they are more concerned with exerting power in their petty little realms than in actually helping animals.

    The Humane Society seems to be saying here, "We are not interested in using common sense, we'll just let the courts decide."

    So they are clogging up the courts, making a nice old lady miserable, upsetting the dog and in the meantime tens of thousands of companion animals under their control are killed.

    Enough of that. CA girl is a good example of what is wrong in Boulder. The police totaled the crime scene at the Jon Bennet killing. They have no control of the streets. But they can really go after a lady that is doing nothing wrong. And not to leave anything out. The courts are letting people steal property. I say reinstate the toll road on I36 and raise the toll to $100 a trip and see how long the repubic lasts.

    this has to be the most ridiculous thing i've ever read. do people in boulder really have nothing better to do than fine people for the color of their dogs?

    in defense of the Humane Society - they can't control what complaints come into their office and they have a duty to investigate whatever comes through the door. they investigated and sure enough - the dog was pink. they visited the owner a number of times trying to work something out. she obviously wanted a showdown. at that point, the Society was kind of in a tight spot - either ignore what they already determined was a violation of the law - or dig their heels in and assert their authority. they chose the latter. but it seems to me they could have exercised some discretion here and just let the whole matter drop upon observing that the animal is obviously not abused.

    I'm more concerned with the the busybodies who saw fit to tattle on this woman who obviously loves and cares for this animal very much. honestly, don't people have better things to do???? it seems they had an axe to grind against the owner and just wanted to cause trouble.

Again why hasn't anyone from the media checked out her story. A little digging and she would be exposed for the lying manipulative bitch that she is. Don't believe her fairy tale about how much she suddenly and so conveniently (with the media's help) has any care or consideration for Breast Cancer and it's effect on women. Let me repeat she is a liar.

    If it was any other person I would think it was ridiculous. But I hope she gets the maximum fine possible.

Come on, shes a hairdresser, and should know how to apply color evenly. i wont be calling her for a hair appt any time soon. too bad she doesnt have a contact email on her website or i'd tell her myself.
