Burst pipe blamed for 911 outage

Westminster's 911 system broke down Tuesday for more than 13 hours; only people with cell phones could call for emergency help during that time.
Service was restored to land- line users at about 7 p.m., said Trevor Materasso, police spokesman.
Qwest officials said the malfunction occurred when one of its pipes froze and burst, Materasso said. A Qwest spokesman could not be reached Tuesday night.
