Reporters question Colorado Springs Republican Rep. House Speaker Andrew Romanoff and House Minority Leader Mike May this morning announced the creation of a special committee to investigate Rep. Doug Bruce's kicking of a Rocky Mountain News photographer on Monday.
Bruce this morning called his swift kick more of a "nudge or a tap" but said the House leaders are "entitled to have any committee about any incident that they want."
Romanoff told reporters that he has reviewed a tape of the incident, spoken with Bruce and conveyed his apology on behalf of the House to Rocky Editor, Publisher and President John Temple.
"This is a very troubling development, and I think it warrants further examination, and I think we're both looking forward to the recommendations of the committee before we proceed," Romanoff said.
Even his own party is refusing to back him.
After noting Bruce's efforts in passing TABOR, Dick Wadhams wrote in his blog, "as the state chairman of Colorado Republicans I must strongly denounce the behavior of State Representative Douglas Bruce. Representative Bruce’s reputation as a fiscal reformer was terribly tarnished by his refusal to be sworn in last week when the Colorado General Assembly opened because he wanted to guarantee he could potentially serve a full four terms. "
Wadhams also said Bruce "was absolutely wrong in literally kicking a Rocky Mountain News photographer on the floor of the House. Representative Bruce does owe that photographer and the entire House of Representatives an apology."
Bruce's actions over the last several days has "severely marginalized his ability" to be "a voice for fiscal discipline" in the legislature, Wadhams added.
Romanoff said the special committee's job will be to determine the facts, interview witnesses, review the tape and make recommendations for actions to the House as a whole, "rather than either ignoring this incident or rushing to judgment on our own."
Romanoff said he thinks the committee can ask for subpoena power, but that he would look into the matter further. The committee will also have to review whether House rules apply to Bruce since he had not yet been sworn in when the incident occurred.
Bruce delivered a swift kick with his right foot to Rocky photographer Javier Manzano's left knee — saying, "Do not do that again" — during the ceremonial morning prayer on the House floor Monday.
The kick knocked Manzano off-balance, causing one of his cameras to tip over on the floor.
Bruce has refused to apologize and called characterizations of him kicking Manzano a "media-sensationalized word," saying it was more of a "nudge or a tap or a prod." He said it was warranted and that Manzano owed Bruce, the House and the public an apology for disrupting the morning prayer by taking photographs.
"I was just trying to get him to stop disrupting the procedures, period," Bruce said. "So I don't regret trying to get him to stop disrupting the proceedings even though I was doing so as a private citizen. If there's anyone who should be charged with violating the order and decorum of the House, it is he."
House rules allow the media full access to the floor where the incident happened. No restrictions are placed on photographers during prayers or other activities.
"I wish he would apologize, but that doesn't affect the committee's doing its responsibilities," May said Tuesday.
May emphasized the committee will be investigating Bruce's behavior exclusively. "We're not here to examine the press," he said.
Romanoff said the special committee represents new territory for the House.
"I've been here for seven years and I don't recall having formed this kind of committee for this kind of purpose before, but we consulted with our staff and legal team to figure out what would be in keeping with the tradition of the House and what's the best way to get all the facts we need to reach an appropriate conclusion," he said.
The committee's co-chairs will be Reps. Paul Weissmann, D-Louisville, and Steve King, R-Grand Junction. The other members are Reps. Judy Solano, D-Brighton, Claire Levy, D-Boulder, Frank McNulty, R-Highlands Ranch, and Ray Rose, R-Montrose.
Romanoff said the committee has until Jan. 25 to make its recommendations to the House, so that the matter can be resolved as quickly as possible. The committee could recommend that Bruce be reprimanded, censured or expelled. A majority vote in the House would be required to reprimand, while a two-thirds vote would be needed to expel.
The committee's first meeting will be at noon Friday at the Capitol and is open to the public.

* 7:55 a.m. - Douglas Bruce pulls his black Cadillac with "MRTABOR" license plates into its new parking space at the Colorado Capitol.
* 8:15 a.m. - House Clerk Marilyn Eddins hands Bruce his parking permit hang tag. "Hang tag? That sounds ominous," Bruce jokes. "I'm feeling a little tight around the neck!" As to Doug Bruce himself, he is very effective as an ombudsman for taxpayers. I don't have to like him in total to appreciate his good work on tax issues over the years.
I think that he will be a thorn in the side of both parties, but he will accomplish more than most people believe possible. At very least, it should be entertaining. Don't forget to bring lots of popcorn.

The Legislature has numerous problems with which to deal. Now, this attention-seeking buffoon diverts attention from the real issues. I can see why El Paso County is pleased to have gone. The idea that he has a right to physically assault someone -- and someone on the floor, at that -- simply because the person declined to take orders from him shows his callous disregard for societal norms and common decency. He should be roundly condemned by legislators, and his background should be thoroughly investigated by law enforcement to determine whether the physical abuse is a first-time thing or a pattern. But you know what is likely to happen? The pols will take care of their new pal. After all, they are so busy making laws to harass the rest of us that they scarecely have time to obey any themselves.

There are tons of photos of people during the pledge of allegiance, in some sort of prayer, etc... He had no right to kick the photographer, and HE'S the one demanding an apology? If I were the Rocky, I would plaster that video of the photographer getting kicked, and I'd encourage the photographer to file charges against that buffoon!
This isn't a partisan issue, this isn't an issue of politics at all. It's an issue of one man thinking he's above the law, and one man believing his way is the only way. Doug Bruce is a complete disgrace, and needs to go the way of the Dodo bird.

NO way does RMN nor Manzano owe any sort of an apology to that narcissistic, a-hole. Funny that he chose that particular photographer to assault though there were others also shooting. I am also a professional photographer and with regard to a private area (or church) the photographer would be on questionable ground, but not in the House. No way. And especially, there is never an excuse to kick someone, EVER, unless it is in self-defense of a physical threat. Anyone who bows their head to pray, then turns around and kicks someone definitely has self control issues. Note that there was no comment made by Manzano. Would like to see an assault charge brought from this, if just to show Bruce that he is no more above the law than anyone else. What a loser.
This is merely the tip of the iceberg beginning to show, that so many of these legislators and holders of public office hold themselves above the people they are SUPPOSED to be serving and representing.

You know all these people advocating all the tax stuff Doug has done are forgetting the negative side to what he has done. Because the city and state can't raise taxes at a normal progression and because most people vote no to any kind of tax raise the streets are deteriorating. The City of Colorado Springs had to ground the Police Helicopters except a generous donor donated enough money to keep them flying for a while longer. We can't afford to have the police coverage the city needs. You can't have all the nice roads, and emergency services a city out to have if you don't pay taxes. So all you people whining about paying taxes get over yourselves. You can't complain about the roads and city services and complain about taxes being raised. Douglas Bruce is an idiot that needs to be shown his place in society. If he such an honest and great man, that why did he screw over so many people in his rental properties with building code violations? I think the photographer should sue him, since Bruce thinks he should sue the heck out of the city of Colorado Springs. He thinks the city waists budget money, well Dougy, what about all the money the city had to waist fighting your frivolous law suits? By the way I am not saying we should have outragesly high taxes either, there has to be a compromise and so far it has been the Cities and State doing all the compromising.

Bruce was definitely in the wrong by resorting to physical violence. His "integrity" level was aptly demonstrated by not only the childish kick, but also by his equally childish defense of his actions.
I think the so-called "news professional", the modern day version of what used to be call news reporters and photographers are also not beyond criticism in their race for sensationalism and lack of respect for the subjects/victims of their "journalistic" efforts.
But hey, look at the positive sides of this incident. Bruce gets to add another notch to his desk for being a public flame thrower, a rebel against a perceived overly intrusive cog of the news machine and people's right to a little privacy regardless of position in society.
The RMN photographer (and colleagues throughout the news industry) get an additional 15 minutes of fame and sympathy. But the BIG winner is the RMN as they now have fluff and fodder to include in their daily ad flier featuring almost sensationalized "important questions about freedom of the press" and growing concerns over the upward bias of violence in our society -- sure beats spending money assembling real news and fills in a lot of that pesky blank space between ads.

The news reporters have the right, or do they, to take pictures, speed to track other people of news. See Dianne story,tragic story for some one just trying to get away from the press. See Britany again publicized in the news as well as her sister now trying to share the same spot light because of the news. Is there not a code or creed that they should follow, this is called repect and manners, obilously not shown by the reporters. I think he should be removed from his job. It is also of note that the article in the paper protecting this scum reporter has me wondering if I want to continue my subscription to a paper that gets its story by these means. The papers job is to report not to take sides nor to influence its readers. I think you are overstepping your boundries

Ah the police state we live in. While it is ridiculous that Bruce would kick a photographer for taking his photo, it's equally ridiculous that we're suggesting charges be filed against Bruce for his actions -- which is probably why no charges will be filed.
The people in the video appear to be aged enough to be considered "adults" in our society. Handle it like adults and not whining suing school children -- keep it out of our over-worked legal system; there are drug pushers, nuns and illegal aliens to prosecute. The statement has already been made, public opinion is far more important to a politian than some frivolous lawsuit.
If the photographer was truly trying to get shots "of the moment" why did he put his camera down after he was "assaulted"? Seems to me, a photo of Bruce's expression right after the "kick" would have been quite valuable. The photographers actions were transparently contrived to elicit a reaction from Bruce, nothing more ... he got what he deserved. Where are the photos that were taken being published?
Bruce is a moron, both for kicking the guy while the video cameras were rolling (should have taught the cameraman manners off camera) and for his antics leading up to the incident.

I am calling him a lunatic as a fellow Republican. Douglas Bruce gives Republlicans a bad name. Did his measures help to control spending? Sure. But better plans, with less drastic consequences, could have been equally effective.
Douglas Bruce convinced people to vote for his measures by using scare tactics with primarily senior citizens. I am all for controlling spending, but Bruce is not bringing much to the Colorado House of Representatives, other than a radical voice for controlled spending. He brings a disruption that does far more harm than good.
California was glad to be rid of him. Colorado should be so lucky!

If he doesn't want his picture taken he should have turned down his statehouse appointment... simple as that. Get used to it. I don't know Mr. Bruce, nor his politics or policies, other than what has been written about in the paper. I do NOT believe that the legislature should take any time at all to form a committee to look into the actions of Mr. Bruce. THAT is a waste of taxpayers money. If the photographer would like to press charges, let the police and legal system work it out. IF Mr. Bruce is convicted of a crime, take a vote of censure, or whatever, but Mr. Bruce is and should be held responsible by the people of the district in which he represents.
Let the police do their jobs, the legal system do it's job, and the legislature needs to do it's OWN job, not this nonsense.

I WANT photographers in my state capitol taking pictures of our legislators in action - the capitol is a public place full of public persons with absolutely zero expectation of privacy. If Bruce doesn't like those rules he should have declined the appointment. He should be charged with assault because that's exactly what he did - assault someone. Don't we tell children to learn to control their anger - that there is never an acceptable reason for throwing the first punch?
Maybe Bruce should be sent back to kindergarten to learn how to behave in public. I don't care if he asked that his picture not be taken - he can ask but no one is bound by his desires when he is in a public place, no one does. It's part of living in the US of A - If you are news, and someone takes your picture, there's nothing you can do about it... NOTHING! It is our right to photograph public persons in public - you don't have to like it, but that's the way it is. Perhaps he should not appear in public if he doesn't want his photo taken.

As a Colorado Springs resident and a Republican, I've watched over the years as he's continually disrupted proceedings and bullied fellow decision-makers until he gets his way. His frivolous lawsuits against the city for silly reasons cost taxpayer money, even as he continually claims to be the Taxpayer's Saviour.
Mr. Bruce may very well be a man who will hold our legislators to a higher level of accountability. But if his childish antics and combative personality get in the way of making good progress in moving our state government forward, then Mr. Bruce needs to go back home and clean up his properties.

And from the report I read, Bruce didn't ask the photographer to stop and then kick him after the photog refused. Maybe I didn't catch all the deets, but sounds like he kicked and objected simultaneously. At least give the guy a chance to stop before you knock him over!
A better way to handle it would've been let it go and talk to the photog afterward, asking him not to photograph you praying in the future because you find it offensive. The photog may decline to follow your wishes -- it is a public space, after all -- but at least you both know where you stand. Bruce is a public official -- he needs learn to think before he acts. Image is everything, and his isn't great right now.

Maybe the photographer shouldn't been taking a picture right in Bruce's face as he was praying. Maybe the standard should be, if you have to take a picture at that time and out of respect to that personal private moment of worship, you should take the picture from at least 10 feet away.
I have a feeling if this had been person of another religion (muslim, etc.), the photographer would have thought of doing this or at least been more respectful.

The right of the people to elect their representative lies solely with those that inhabit that district. As far as your ignorance to "returning him," he is a first term representative to the Colorado Legislature. How do you "return" someone on the first day?
