The Council of Better Business Bureaus sent a complaint about EchoStar's Dish Network advertising to the Federal Trade Commission, officials said.
The complaint was initiated by Time Warner Cable, which challenged offers of "free" services in direct mail and Internet advertising, the National Advertising Division of the council said in a press release.
The council said it referred the complaint to the FTC after Douglas County-based EchoStar didn't respond to inquiries. Kathie Gonzalez, a spokeswoman for EchoStar, declined an immediate comment.
