Auditor was cited in '06 bird killing

Ripping the head off a duck at a Twin Cities hotel isn't the first time that Scott D. Clark has run afoul of the law for allegedly killing a bird.

The Denver man was cited for illegally killing a wild turkey without a hunting tag last year, according to the Missouri Department of Conservation.

Clark, 26, was cited in April 2006 by a state game warden in Powersville, Mo., for possessing a "turkey illegally - untagged," according to Missouri court records.

He pleaded guilty to the misdemeanor and paid a $168 fine, records show.

Now Clark has made international headlines for allegedly decapitating a "pet" duck in the atrium of the Embassy Suites Hotel in St. Paul, Minn.

He faces a felony animal cruelty charge and has been placed on paid administrative leave from his auditor job with the Office of Inspector General in the U.S. Department of Health and Human Services, agency spokesman Don White said.
