HOA relents: woman can keep flying flag upside down

WHEAT RIDGE Beth Hammer won this battle in her protest against the war.
The homeowners association in Hammer's neighborhood wanted her to take down her American flag, saying Hammer's habit of flying it upside down to protest the war in Iraq violated the HOA's political expression code of conduct.
But today the Cambridge Park Homeowners Association Inc. said in a statement "that the best interests of all the Association's members would not be served by pursuing enforcement under these specific circumstances" - even though the HOA contends Hammer is violating its policy and the Federal Flag Code.
Said the statement: "The individual will not be fined nor further requested by the Association to change the manner in which she displays her American flag."
