Revenue supervisor accused of stealing $5 million

A Colorado Department of Revenue supervisor has been arrested, accused of stealing more than $5 million in phony tax refunds and funneling them to companies owned by her boyfriend and another man.

Michelle Cawthra, 30, and Andrew Holliday, 41 were arrested Saturday for investigation of theft and computer crime.

Cawthra is accused of engaging in an elaborate scheme that enabled her to authorize the fraudulent tax refunds to Holliday and her boyfriend, Hysear Don Randell, 40, who remains at large.

They are being held in Arapahoe County Jail with bail set at $10 million each and will be transferred to the Denver County Jail later this week, said Lynn Kimbrough, spokesperson for the Denver district attorney’s office.

The thefts allegedly took place over the last year, according to court records.
