Governor declares disaster emergency

Gov. Bill Owens has declared a statewide disaster emergency, the second in less than two weeks, because of winter storm warnings affecting a large portion of Colorado.
The Colorado National Guard, which was activated during last weeks blizzard, will remain active to help fight this second onslaught of wintry weather.
Earlier today, Owens also reactivated the State Emergency Operations Center to monitor conditions.
