Douglas County guard charged in jail-sex case

A guard at the Douglas County Jail in Castle Rock has been accused of having sex with a female inmate while on duty.

Jeffery Outlar, 39, of the Colorado Springs area, was arrested Sunday afternoon after an interview at the Douglas County Sheriff's Office in Castle Rock.

Outlar was charged with four felonies and a misdemeanor, including sexual assault and unlawful sexual contact, according to deputy Dave Joly, spokesman for the sheriff's office.

Outlar allegedly had consensual sex with an adult inmate once in the last month, Joly said.

"The allegation was brought up. We looked into it . . . and confirmed that this had actually happened," Joly said.

Outlar was hired as a detention deputy in July and worked at the main jail in Castle Rock.

Police did not release Outlar's photo because they want to use it in interviews with other inmates, Joly said.

"We want to investigate it fully and make sure there were no other people involved," he said.

Outlar was being held on $100,000 bond at an undisclosed jail in the Denver area.

He was placed on unpaid administrative leave and faces a court appearance today, Joly said.
