Ex-Rep. Schaffer replacing Orr on education panel

Former U.S. Rep. Bob Schaffer was named to the Colorado Board of Education on Tuesday.
He replaces Clair Orr, who said this month that he was stepping down from the seat, which represents the 4th Congressional District on the state school board.
The board oversees academic standards and annual achievement tests. It also decides appeals of charter school applications made to local boards of education.
Schaffer was appointed by the 4th District Republican vacancy committee. He represented the 4th District in Congress from 1997 to 2003. The district covers Fort Collins, Greeley and most of the eastern plains counties.
Schaffer noted that he helped write the No Child Left Behind Act when he was in Congress - then voted against it when amendments gave more control over education to the federal government. The act comes up for reauthorization in 2007, and Congress will be seeking comments from state boards of education, Schaffer said. He plans to tell Congress to give states a bigger role in assessing student achievement.
